The Harford County Fire & EMS Foundation is seeking qualified candidates for the position of Operations Manager.

POSITION DISCRIPTION:

Position Title: Operations Manager Location: Foundation Office
Department: Administration Hours of Work: Varies
Reports Directly To: EMS Foundation FLSA Status: Exempt
Directly Supervises: Administrative Personnel
Indirectly Supervises: Clinical Personnel

Summary: Position maintains direct responsibility and oversight for administrative, managerial, supervisory and operational functions of the Foundation. The position has the final authority over all matters affecting Foundation operations in conjunction with Executive Board and Trustees.

QUALIFICATIONS:

•To be successful in the position the individual must be able to perform the duties in a stressful, time-sensitive environment
•Ability to work independently under pressure meeting deadlines, while maintaining a positive attitude and providing exemplary customer service
•Ability to handle multiple tasks simultaneously
•Critical thinking and decision-making skills
•Knowledge of business management and fiscal skills
•Strong oral and written communication skills
•Thorough knowledge of emergency medical procedures
•Computer literacy
•Ability to establish and maintain effective working relationships with staff, and other stakeholders
•Associates Degree in public safety or other related field with seven (7) years of increasing responsible EMS experience
•Five (5) years minimum ALS clinician
•NREMT-P Certification
•Licensed as Paramedic in State of Maryland or ability to obtain a Maryland State Paramedic license with in six (6) months
•CPR
•MFRI EMS Officer I or Fire Officer I
•MFRI Hazardous Material Operations
•Blood Bourne Pathogens
•NIMS ICS 100, 200, 300, 400, 700, and 800
•Valid Maryland driver’s license or equivalent and a driving record with no more than three (3) points
•MFRI EVOC or its equivalent
•Must be able to sit stand, and/or walk for extended periods
•Ability to bend, stoop, reach, crawl and kneel
•Ability to withstand varied environmental conditions

RESPONSIBILITIES
The position has the final authority over all matters affecting Foundation operations in conjunction with Executive Board and Trustees

•Develop, interpret, revise and implement administrative and operational policies and practices
•Evaluate tasks, methods and procedures
•Implement changes to improve efficiency safety and effectiveness of operations
•Prepare annual budget in conjunction with budget Foundation Trustee budget committee in accordance with established budget cycle
•Monitor budget variances taking appropriate action when needed
•Interview, hire, train, and evaluate all administrative personnel
•Responsible for any disciplinary actions and completion of probationary and annual performance reviews for all administrative staff
•Compliance with all safety regulations
•Oversight of Quartermaster activities
•Confers on a regular basis with all administrative staff
•Participate in interviews, orientation, and training of clinical staff as needed
•Acts as manager of last resort in unresolved disciplinary matters
•Respond to emergency personnel issues as needed
•Oversees payroll and billing processes
•Reconciliation of accounts
•Sign off all purchase orders
•Monitor operations to ensure that all staff members are in compliance with policies and procedures of the organization
•Participate in promotion process
•Participate in recruitment and retention activities
•Serve as liaison to Foundation Board of Directors and Trustees; fire companies; citizens; businesses and vendors
•Provide recommendations to Foundation Trustees to establish new projects, fiscal strategies, goals ,objectives and performance measures
•Meet monthly with Foundation Board of Trustees
•Provide updates to Foundation Trustees, Association, and COLC at scheduled meetings
•Attend other meetings as needed
•Participate in investigations as needed
•Develop, execute and direct programs and special assignments in an efficient and cost-effective manner
•Compliance with Federal, State and applicable safety regulations
•Other duties as assigned
•Primarily in office environment but occasionally in field setting
